Rwanda has made impressive development gains since the tragic 1994 genocide and civil war, including significant improvements in water, sanitation, and hygiene (WASH) access.

Since 2014, The One Foundation has supported a district-wide impact model with Water For People called Everyone Forever. This sustainable approach ensures that reliable water and sanitation services reach every family, school and health clinic in the districts where it operates.
The model works through close collaboration with local governments, businesses and communities, providing the infrastructure, training, tools and long-term support needed to build systems that last for generations.
Everyone Forever was first developed in Rulindo District in 2010 and has since been adopted by the Government of Rwanda as part of national policy. It is now active in multiple districts — including Rulindo, Gicumbi, Gisagara, Karongi and Kicukiro — delivering lasting water and sanitation services while strengthening local capacity and community resilience for the future.

Water For People is a global non-profit that partners with communities, governments, and businesses to deliver lasting access to clean water, sanitation, and hygiene through a district-wide approach – ensuring entire regions have reliable, sustainable services.
We are supporting Water For People to implement their Everyone Forever approach in the districts of Gicumbi, Rulindo, Kicukiro, Gisagara, Karongi and Nyamagabe in Rwanda, aiming to achieve complete, sustainable and affordable water and sanitation services in a whole district.

The Impact in Rwanda
Over the past decade, The One Foundation has played a pivotal role in advancing the Everyone Forever Programme in Rwanda. Through its partnership with The One Foundation, Water For People’s Rwanda programme has become a national model for sustainable, scalable impact.
Support from The One Foundation has enabled the programme to expand from its initial three Everyone Forever districts—Gicumbi, Rulindo, and Kicukiro—to six, adding Gisagara, Karongi, and Nyamagabe. Thousands of households now have access to improved water sources and have upgraded to modern sanitation through a combination of sanitation entrepreneurship, District Sanitation Centers, and innovative financing solutions such as SACCO loans.
By the end of 2025, Water For People (WFP) had helped 70% of people across six partner areas in Rwanda achieve intermediate or high levels of water service. In September 2025, WFP exited Kicukiro District after successfully reaching all its “Everyone” and “Forever” milestones.

These milestones show measurable progress in expanding safe, reliable, and sustainable water services across Rwanda.
At the national level, this partnership has driven system-wide change, influencing Rwanda’s District Wide Approach now replicated nationwide, and advancing critical sector reforms including customer management systems integrated with mobile money and reductions in non-revenue water.
